The goal: Allow more players to bid on those large governments orders (GO) that only a few hundreds of players who can actually bid on them right now.
Impact: Bring players cooperation into the GO world to team up. Lower margin on those GO if more players are bidding. Also having less GO that are canceled because there are too few bidder.
Mechanics: Add the ability to create a group for an upcoming GO and privately invite members to join the venture. Every player could either have a fixed share of the GO or a variable share (I would prefer variable personally). The person who creates the group would be the one setting the final share of each participant and receiving the +1 GO achievement (if not all members of the venture).
The security deposit, goods to be delivered and actual GO payout would all be split according to each participant share.
If I have a GO for 1000 SEP and 10M security deposit
Player A, B, C enter the GO together at 60%, 30% and 10% respectively
So Player C would need the 1M security deposit in HIS account, deliver 100 SEP from HIS account and therefore receiving the 10% of the bid.
Of course, the catch here is that everyone needs to fulfill HIS part for the GO to be completed so you don't want to partner up with anybody and the more people in your group the more risk involved in term of reliability.
I would also introduce a group size limit based on the GO size.
You could say that cooperation currently exist for GO because they are too large for a single player to make themselves in most case but in the real world the bidder end up buying the goods at a small premium but banking all the juicy profits from the GO and therefore spreading the gap between himself and the person who has ¨helped¨ him.
