I’d like to suggest a new executive position: the Chief Prospecting Officer (CPO).
With roughly half the production buildings being buildings with a level of abundance, I think a CPO would be a helpful addition. You could have geology as their skill set. Basically, I think the easiest/fairest way to do it, is they just add a percentage to the abundance when a building is built. I think the abundance randomness should remain, and then the boost be applied after the calculation.
So you build a new mine. It randomly generates 85% abundance. The CPO then adds X amount of percent, afterwards. The percentage is fixed based on the CPO’s skill level.

The percentage would have to be balanced enough to fight the normal -0.03% of each mine/quarry vs the $10000 training cost and the length of no return while not driving the industry faster and weaken it more.
Now that is some tricky math, but I think it would make a nice addition to help.
Not to mention the other benefits of having a new exec to help admin.
