I think this is somewhat a bug, when an offer cames to your employee, you want to let him / her go and you can send him to a training and while on training he / she transfers to that company, you got easily extra 10k and also that training do not finishes on the way and does not benefits transferring company.
Players should not be able to send their executives to training when there is an offer.
If offer cames after we send to training then it is an other issue, may be transferring player should be warned that executive in on training for a time, and training continues when he / she arrives to new company.

Not sure this is a problem.
If the exec has a poaching offer pending, and you send to training, you pay $10K and when you lose the exec you get the $10K back.
If you trained an exec (say, 20 trainings), and that exec is poached, you will get $200K.
IOW, you get refunded the $10K for each training no matter when the exec is poached. Seems fair.
The poaching company does get to see the number of trainings the executive has before the company extends an offer.
So, they know if and how much they would be expected to reimburse the poached company for training.
They take their chances on the levels that the exec has achieved. Part of the normal risk of poaching.

Ha. I thought it was only $10K. Checked the guide (seems to be updated significantly) and yes, it says $20K each for training during the last 6 weeks. Wrong on both counts. Ok. Yes, seems an anomaly to sneak in a training to get $20K back for a $10K investment. Still, pretty small potatoes, given that the ones I tend to get offers against are usually my most valuable execs. I've only given up one without giving a salary increase, because that one was 59 or 60 years old, and I had another good one in reserve already.

Of course, you would not let go of your valued executive for just 10k but when you decide to let go, you can do this trick, everytime i do it and get an extra 10k
