Can't get a decent borehole to extract methane or oil? You have thrown in the towel after about three centuries of prospecting AND I UNDERSTAND YOU!
Hum... Sorry... Anyway! Yes, I'm going straight to the promised goal!
The idea would be to implement in game, a substitute for crude oil and natural gas which would be, biogas and biomethane (and/or bioethanol)... these are fuels which have the particularity of being products agriculture (which at stake could give a good boost to the sector)
all you need is a biogas installation, you put in organic waste, silage crops, etc... at the outlet, you get biogas which can be "refined" to make biomethane (suitable for household consumption and fuel for automobile), the installation can also generate electricity (in-game energy).
there are also facilities for making bio-diesel from Rapeseed, but these are two different facilities.
biomethane: the "Biogas Plant" building could produce methane with crops like wheat, hay and other crops that can decompose
Biodiesel: the "Plantation" building could produce Rapeseed -> the "Biodiesel Plant" building would have Rapeseed as input and Biodiesel as output.
If you have an eye for detail, it may be important to clearly distinguish methane and diesel from their "bio" counterparts because IRL their price difference is quite significant.

bio fuels have an advantage, and not the least... they do not pollute! of course, they emit CO² (less than fossil fuels) this is recovered by the crops which "feed" on it during their growth, so it makes a loop... the plants go into fuel, the fuel goes into CO² and the CO² returns to the crops.
In play, it can set an example of ecology, add profitable production for the agricultural sector and by this, help small agricultural businesses to "get their heads above water".
