I am rebuilding ~5-6 buildings every 3 hours. If the building gets <80% efficiency, I can rebuild it easily with two clicks. If the building has 80-99.9% efficiency, it takes an annoyingly increased number of clicks and scrolling (I play on mobile) to complete the same action. Adding a "rebuild" button on the "Scrap Building" modal would be a huge improvement to the user experience.

I would recommend having it as an optional feature, similar to dark theme where you can have it if you want and if you don’t that’s fine too.

I feel like simply adding the rebuild button next to the Scrap Building button would make it so you wouldn't need to have a separate config.

But what if you were fat fingered and pressed rebuild instead of upgrade?

But what if you were fat fingered and pressed rebuild instead of upgrade? Upgrade and Scrap are two different screens. You wouldn't see the rebuild button on the upgrade screen, only the scrap screen.

No, the interface before that I'm not suggesting you add it to the interface before that, so you wouldn't be able to fat-finger it on that screen. I said: "Adding a "rebuild" button on the "Scrap Building" modal would be a huge improvement to the user experience."
